安省计划于今秋立法,推出严厉的新规定与罚款,严惩不小心驾驶及分心驾驶的行为,以进一步改善道路交通的安全,保障使用道路的弱势族群包括行人及骑单车者的人身安全。
安省交通厅厅长邓德华(Steven Del Duca)週三早联同旅游、文化及体育厅厅长麦玛康(Eleanor McMahon),一起在多伦多宣佈了将推出的严厉新罚则与道路安全措施。陪同他们的有代表圣三一及士巴丹拿选区的省议员董唅鹏。
法例今秋推出,在得到通过后,将有助于保障行人及骑单车者的人身安全,减低因为神智不清驾驶、分心驾驶及危险驾驶而导致的死亡或受伤人数。动议的立法措施包括﹕
* 针对导致死亡或受伤的不小心驾驶,提出一条全新的违例法则,订立罚款数目、吊销驾照及判处坐牢
* 严惩分心驾驶,如开车时讲手机,罚款将予提高、扣除更多的分以至吊销驾照
* 不让路给行人的司机,将面对更高的罚款。5年内重犯、多次涉及和行人相关违规行为的司机,将面对更高的罚款
* 当局的执法及紧急用途汽车,后尾蓝色闪灯的使用将更广泛採用。
此外,省府正在徵询意见,以便决定是否在校巴安装摄影机,拍摄非法超越校巴的车辆,从而将此证据呈堂,不用传召证人。
上述一连串的严厉新措施,将与最近宣佈的针对因为用药包括大麻而神智不清驾驶的惩处措施一併落实执行。
邓德华说﹕「省府坐言起行,致力于削减因为神智不清驾驶、分心驾驶及危险驾驶而导致的死亡率。这些严厉的新措施将有助于确保使用道路的弱势族群的人身安全,同时提醒公众:危险驾驶、神智不清驾驶及分心驾驶不能接受,也不会得到容忍。」
在安省,平均每17个小时便有1人因为交通意外而导致死亡。2014年,行人及骑单车者佔了安省道路死亡人数的25%。
醉驾仍然是安省道路的头五名杀手。但是,根据最近的道路调查,用药后开车的司机人数,比醉酒驾驶的人数两倍有多。
