就社区反种族歧视活动受到攻击 国会议员关慧贞对种族歧视升温感到不安

3月26日星期日,由多个社区团体所筹办的反种族歧视游行由温哥华缅街的温哥华火车总站起行,途经唐人街然后到达胜利广场进行集会演讲。主办者说,这项在321国际消除种族歧视日紧接的週末进行的游行停办了数年,却因为国会通过M-103号动议引来种族歧视人士冲击导致社会气候的改变而在今年恢复举行。
 
参加了游行的温哥华东区国会议员关慧贞説,这条游行路线经过原住民、黑人、华人、日裔和南亚裔歴史聚居的地方,令人回忆起这些社群过去所遭受的歧视和恶待。她很高兴见到游行有不同族裔背景的人士和老中青的参与。
 
为数200多人的游行队伍在抵达胜利广场后,在集会有人过激地穿插在人群中大叫反移民的口号,见到亚裔更辱駡人为"Chink"(中国佬)。期间更有人把一枚烟幕弹抛入人群当中,紫色的浓烟攻鼻和剌眼,但很快便被参与者把它踢离人群落到草地上。在主办者邀请关慧贞致词的同时,人群中出现肢体冲突,在旁监视的警察马上採取行动,把闹事者锁上手铐带走。

对于这件事关慧贞感到震惊,她说:「在我从政25年来出席过无数社区活动,这是我第一次亲眼见到这样丑陋的事情在眼前发生。种族歧视的讯息我的办公室也有收过,但在我面前发生的种族歧视和辱骂华人,我是第一次见到。当有人抛掷烟幕弹后,主办者问我要不要终止这项活动,我坚决地表示不能够。我们不能向种族歧视者屈服,让他们得逞。我们每一个人都应该以行动向任何形式和针对目标的种族歧视说不。就正如一位年轻亚裔参与者所举的标语所说"若果您在面对不公义的情况下表示中立,那即是説您选择站在欺压者的一方。"亅
 
身兼新民主党移民、难民及公民事务评论员的关慧贞指出,一些别有用心的人就国会M-103号动议在社交媒体裡散播谣言针对伊斯兰信徒和难民,当中涉及排外和种族歧视情绪,破坏加拿大多元文化和种族和谐,在社区造成分化和撕裂,更试图把排斥和仇恨移民和难民的情绪死灰复燃。关慧贞说:「今日的加拿大,我们今天的多元文化、种族和谐和尊重,是前人用血汗辛苦抗争得来的,我们必须坚决悍卫,更不要被别有用心的人利用散播对其他族群不利的谣言。」

议长先生,我欣然在国会起立发言支持103号动议。
 
在展开辩论之前,我要明确地指出这项动议的内容。
 
这个,根据国会的意见,政府需要:a)认同需要就正在増加的仇恨和恐惧气候作出平息:b)谴责伊斯兰恐惧和所有形式的系统性种族歧视和宗教歧视,及参照国会411号电子签名运动所提出的议题;以及c)请求国会加拿大传统委员会就(i)全国性方针去减少或消除系统性的种族歧视进行研究怎样减少和消除在加拿大的系统性种族歧视和宗教歧视包括伊斯兰恐惧,在加拿大,在确保以社区为中心以事实为基础的政策下制定全面式的回应,(ii)收集数据用作编写仇恨罪行的背景报告和为受到影响的社区进行需要的评估,以及委员会需要在通过动议后240日内向国会提供结果和建议,委员会需要提供建议让政府可以用作更有效地反映在宪法赋予的人权和自由,包括加拿大人权及自由宪章。
 
当这项动议在国会提出后,非常不幸地103号动议却因为一些网上运动的故意误导而变成争议。但与其去做应该做的,令我更失望和沮丧的是,那些挑起分歧、仇恨和误导的运动却被带进国会让自由党和保守党藉此玩弄政治。

我希望今天我们能够揭开新的一页呼吁自由党和保守党能够把政党政治放下,在这项动议联手发出同一声音。首先,身为国会议员我们有责任和职责站出来就103号动议所散发的不实资讯作出挑战和指正。
 
那些不实运动散播的资讯与事实不符,103号动议不会鎭压加拿大人的任何权利。这项动议不会把某个群体凌驾另一群体,又或从某一个群体裡拿走利益给予另一个群体。在动议裡明确指出政府需要"...谴责伊斯兰恐惧和所有形式的系统性种族歧视及宗教歧视"。一些意见说这项动议会排斥其他形式的歧视根本是错的。此外,有些恐惧认为此动议会限制人民言论自由是没有事实根据的。
 
动议内没有提出人民不能就伊斯兰信仰提出问题和意见。事实正好相反,我的亲身体验是那些信奉伊斯兰信仰的人都很欢迎和开放地向非敎徒介绍和协助瞭解其信仰,虽然我对伊斯兰信仰所识不多,身为新民主党的移民、难民及公民事务评论人,我有幸被很多信奉伊斯兰的人邀请我到他们的庙宇参加活动,让我可以学习和认识其宗教传授和文化。他们开放和欢迎人家提出问题。他们甚至欢迎批评。他们耐心地回答我的所有查询。他们都乐于接受。
 
我强烈地相信这样的交流能让我们作为社区的一份子可以在不同社区裡建立桥樑。我们主动地实践跨文化瞭解的推动。我们完全地拥抱和尊重我们的差异,而在这个过程中,我们把分隔我们的恐惧和分化之牆拆除。
 
 

Ms. Jenny Kwan (Vancouver East, NDP): Mr. Speaker, I am pleased to rise in the House to speak in support of Motion No. 103. 

 

To start my debate, I want to be clear about what the motion says.

 

That, in the opinion of the House, the government should: (a) recognize the need to quell the increasing public climate of hate and fear; (b) condemn Islamophobia and all forms of systemic racism and religious discrimination and take note of House of Commons' petition e-411 and the issues raised by it; and (c) request that the Standing Committee on Canadian Heritage undertake a study on how the government could (i) develop a whole-of-government approach to reducing or eliminating systemic racism and religious discrimination including Islamophobia, in Canada, while ensuring a community-centered focus with a holistic response through evidence-based policy-making, (ii) collect data to contextualize hate crime reports and to conduct needs assessments for impacted communities, and that the Committee should present its findings and recommendations to the House no later than 240 calendar days from the adoption of this motion, provided that in its report, the Committee should make recommendations that the government may use to better reflect the enshrined rights and freedoms in the Constitution Acts, including the Canadian Charter of Rights and Freedoms.

 

Since the introduction of the motion in the House, it is most unfortunate that Motion No. 103 became controversial due to some intentionally misleading online campaigns. However, instead of doing what is needed, I have been left even more disappointed and dismayed that the division and hate that fuels the misleading campaigns was brought right into this chamber with the politicking that took place between the Liberals and the Conservatives.

 

I was even approached by a minister suggesting that Motion No. 103 would be nullified, because the Conservatives had decided to put up a similar opposition day motion, when in fact the information provided to the NDP from the clerk's office indicated otherwise. Frankly, that kind of fearmongering and political gamesmanship served only to feed into the increasingly polarized climate surrounding this conversation instead of setting the example that is so desperately needed. To some, it may feel as though they scored a cheap political point, but let me be clear, in the long run, it is all of us who want to stamp out discrimination driven by fear and division that will lose.

 

It is my hope that we can turn the page today and call on both the Liberal and Conservative members to set aside their partisan politics and unite with one voice on this motion. To begin, we have a duty and responsibility as members of Parliament to stand up to challenge the misinformation being spread around Motion No. 103 and to correct the record. 

 

Unlike what is claimed in the misinformation campaigns, Motion No. 103 in no way would suppress any right of Canadians. The motion would in no way favour one group over another or provide some additional benefit to one while taking away from another. It states quite clearly in the motion that government should "...condemn Islamophobia and all forms of systemic racism and religious discrimination". The suggestion that the motion would somehow exclude other forms of discrimination is simply false. As well, the fear that the motion would somehow restrict people's freedom of speech is also unfounded.

 

Nowhere does it state in the motion that people could not inquire or have opinions about the Islamic faith. In fact, on the contrary, it has been my experience that those who practice the Islamic faith are very open and welcoming to those who do not practice, know, or understand their faith. I for one know very little about the Islamic faith, and in my capacity as the NDP critic for immigration, refugees, and citizenship, I have had the privilege of being invited by many people who practice the Islamic faith to attend events at mosques as a means to learn and understand their religious teachings and culture. They are open, and they welcome questions. They even welcome criticisms. They patiently answered all of my inquiries. They were more than welcoming.

 

It is my strongest belief that through such interactions we as members of our community are building bridges between communities. We are actively practising the promotion of cross-cultural understanding. We are fully embracing and respecting our differences, and in that process, we are breaking down walls of fear and walls of division.
